# ISO 14025

> The international standard that sets the principles and procedures for Type III environmental declarations, including the use of Product Category Rules, independent verification and programme operation.

ISO 14025 governs Type III environmental declarations, the family that EPDs belong to. It sits alongside ISO 14024 (Type I ecolabels awarded by a third party) and ISO 14021 (Type II self-declared claims).

## What the standard requires

ISO 14025 requires that a declaration be based on a life cycle assessment conducted in accordance with ISO 14040 and ISO 14044, that it follow a Product Category Rule developed through an open consultation, that it be independently verified, and that it be published under a programme run by a programme operator with published general programme instructions. For business-to-consumer communication, verification must be carried out by an independent third party.

## The 2026 revision

The standard was originally published in 2006. A revised edition was published in 2026 that updates terminology, tightens the boundary against unverified claims, strengthens harmonisation requirements, recognises verified digital EPD tools, formalises prospective EPDs and details governance and verification requirements.
